i4: Ban rental scooters, allow individually owned scooters

Rental scooters should be banned but individually owned scooters should be allowed.

Rationale

The vast majority of scooters obstructing the walkways are rentals. Individual owners usually store their equipment in a safe place and don't obstruct the walkway. Furthermore, they don't show such a tendency to careless driving.
